Seems a lot has happened since Dick was on the trail, and that Lisbon is really a major pre-occupation.

Indeed, one could be forgiven for thinking that

a) Bertie didn't really have high hopes for the Lisbon treaty referendum and therefore appointed Dick as supremo

b) Bertie thought the Lisbon treaty referendum was a done deal and therefore appointed Dick as supremo
